In these circumstances, with varied cultural people, more than half of the population living in rural areas and hilly places, it is for the government to formulate such educational policies, raise institutions and incentives, and educate the people to still higher level (especially the rural population). The Government has also made Education a Fundamental Right for all Children recently and has also started the "Sarvashiksha Abhigyan" scheme to educate all.
